Simple Modifier can be created for each Item.

Create Modifiers with item criteria
Using the Max / Min function, you can set the minimum / maximum number of modifiers chosen. Example :
Maximum 1, Minimum 1 = have to choose 1
Maximum 2, Minimum 0 = not necessary to choose any, but at most can choose 2
